How to activate cocos SDKHub as inside the documentation

to add the IAP the cocos creator 3.8.1 once launching the panel>service it only launches the Huawei provided screenshot

Is there anyway to launch Google IAP or add it?

sounds there’s nothing to be Added on this and the documentation isn’t there
