We have just integrated newest IAP to the app and when trying to make purchase getting error in console and getting message that we should login to our account(already logged in with test google account):
Unexpected response code 403 for https://android.clients.google.com/fdfe/ees/preparePurchase
We already uploaded to google console apk with in-app enabled few hours ago, so I think it should not be an issue with configuration in google play services console.

Ok, now it is solved - IAP is triggered, so probably it took longer then expected and 3h wasn’t enough for google to properly enable IAP.
