How to setup Cocos2d-x v3.9?

HI. I am a new user to cocos2d-x and I was wondering how can i set it up? I’ve seen many tutorials on how to to do so but none of them work.

This is what i currently have downloaded and installed
*Python-2.7.11
*Apache ANT 1.9.6
*Android NDK-r10e
*ADT Windows Bundle
*Cocos2d-x-v3.9
*JDK-8u65

My Windows Specs
*Windows 7
*64 bit system

I also have Code::Blocks as my IDE and I want to keep it that way.

If anyone knows how to install cocos and has been successful, could you tell me how?
(Please don’t link websites or videos with a tutorial on how to)

Because everyone that I have been to hasn’t worked
